Expanding Wisconsin Water Resources Expertise

Baxter & Woodman is excited to welcome Susan Coyle, PE, CFM, who has joined our team as the Wisconsin Water Resources Department Manager.

Susan brings 24 years of experience specializing in floodplain mapping, hydraulic modeling, and watercourse planning. Her career has been marked by an extensive background in public sector collaboration and rigorous regulatory compliance across complex water resource projects.

Before joining Baxter & Woodman, Susan was a key leader at the Milwaukee Metropolitan Sewerage District. In that role, she led critical planning-level studies, oversaw the enforcement of essential stormwater regulations, and served as the primary technical advisor on major flood mitigation and wetland restoration initiatives.

Beyond her technical leadership, Susan is deeply engaged in the professional and educational communities that shape our industry. She serves on the Board of Directors for the Southeastern Wisconsin Watersheds Trust (SWWT or Sweet Water) and contributes actively to the Wisconsin Association of Floodplain, Stormwater, and Coastal Management (WAFSCM). She is also the Volunteer Chair for the Association of State Floodplain Managers (ASFPM) National Conference, scheduled to take place in Milwaukee in 2026.

Her energetic commitment to future generations of engineers and scientists is equally inspiring. She has been involved in the Future City Competition, a middle school STEM initiative, since 1999 and currently serves on the Steering Committee for the Wisconsin Regional Competition.

Susan’s expertise will help our clients use complex hydrologic data to drive effective, informed decisions in flood risk management and water resources planning across Wisconsin.
