Mr. John V. Ambrose serves as Baxter & Woodman’s President and Chief Executive Officer. Under his leadership the firm actively pursues growth initiatives and strategic investments. These actions include guiding several successful acquisitions, opening six new offices, and enhancing the firm’s civil/technology service offerings for clients by almost doubling the B&W workforce. Mr. Ambrose oversees business development efforts and strategic leadership of the firm’s operations, including subsidiaries Concentric Integration, Baxter & Woodman Natural Resources and Baxter & Woodman/Boller Design Build.
As Executive Vice President and the Chief Operating Officer of Baxter & Woodman, Mr. Louis D. Haussmann works with the CEO to advance the firm’s mission, vision, core values, strategic priorities and growth goals. He is also responsible for leading and overseeing all day-to-day corporate operations.
Ms. Deborah Finn is Executive Vice President and Chief Marketing Officer at Baxter & Woodman, Inc. She is responsible for all aspects of Baxter & Woodman’s marketing efforts, including research, budget planning, business development, proposal generation, promotional activities, corporate communications, and development of the firm’s annual Marketing Program. Ms. Finn established the firm’s marketing business practices and developed a department of professionals who support 290+ employees working from 13 regional offices.
Mr. Derek J. Wold leads Baxter & Woodman’s Water Group. Mr. Wold is a nationally recognized water/wastewater expert having collaborated with municipalities, sanitary and utility districts, and leaders in the wastewater industry to develop and implement energy saving processes. He has developed specialized expertise in biological nutrient removal, implemented biogas treatment and utilization, conducted numerous energy audits, and instituted performance contracting to increase energy efficiency while guaranteeing the savings outweigh project costs. Mr. Wold is also leading the firm’s efforts to provide wastewater services in Costa Rica.
Mr. Michael Kurzy oversees the firm’s Texas operations and guides staff from the Houston office location. He has been instrumental in improving organizational process and efficiency in the region. Mr. Kurzy also supports the firm’s Texas business development efforts by fostering existing client relationships, engaging with prospective clients, and identifying growth opportunities throughout Texas.
Ms. Rebecca Travis oversees the firm’s Florida region operations and guides staff located throughout the region’s four offices. She is focused on analyzing and improving the firm’s organizational process and efficiency. Ms. Travis also directs Florida business development efforts by fostering existing client relationships, engaging with prospective clients, and identifying growth opportunities throughout the region.
Mr. Sean O’Dell currently serves as the firm’s Water Group Executive Vice President overseeing the planning, design, and rehabilitation of water and wastewater infrastructure. Mr. O’Dell actively volunteers in various causes within the AEC industry and has held numerous roles in the American Public Works Association (APWA) including Southwest Branch President and Chicago Metro Chapter President, and most recently was elected to serve as Region V Director on the APWA National Board of Directors.

Nancy Blackwell, PE serves as Vice President. She has extensive experience in civil engineering planning and design, primarily in the areas of municipal water supply and distribution, and municipal wastewater collection and treatment. She specializes in projects associated with wastewater treatment plants and sanitary sewer collection systems, including evaluation, design and rehabilitation of lift stations, force mains, sanitary sewer pipe systems, and treatment plant components. Additionally, Nancy has served as a client representative for several municipal utility districts and other government clients for many years.
Chuck Brunner, PE, SEVICE PRESIDENT - STRUCTURAL
Chuck Brunner, PE, SE is the Vice President – Structural for Baxter & Woodman. He provides structural design and QA/QC for well houses, pumping stations, water storage facilities, water and wastewater treatment facilities, bridges, retaining walls, and drainage structures. He is also an IDOT-approved National Bridge Inspection Program Manager and routinely prepares bridge inspection reports for our municipal clients.
Claude Cassagnol, PEVICE PRESIDENT - ORLANDO REGION
Claude Cassagnol, PE serves as Vice President of Baxter & Woodman’s Orlando region. He specializes in land development and highway design, including site planning and stormwater/drainage design. Claude’s broad experience includes stormwater collection systems, roadway improvements, utility infrastructure improvements, and regulatory compliance.
Aaron Cutler, CGC, PMPVICE PRESIDENT - CONSTRUCTION
Aaron Cutler, CGC, PMP is Vice President – Construction. He has extensive experience in several phases of municipal construction including, complete infrastructure improvements, wastewater treatment plants, utility pipeline projects, stormwater drainage systems, NPDES compliance, roadway construction, reclaimed pump stations, lift stations, elevated water storage tanks, and vertical construction. He specializes in overall construction administration process and document reviews.
Dennis Dabros, PEVICE PRESIDENT - CONSTRUCTION (WATER/WASTEWATER), IL
Dennis Dabros, PE oversees the construction engineering and inspection services for many of Baxter & Woodman’s water and wastewater projects. His experience includes improvements to storm sewer, water main, and sanitary sewer systems, pumping stations, treatment facilities, roadways, and bridges. He is familiar with the requirements of various funding programs and an expert at stakeholder engagement and coordination.
Jason Fluhr, PE, PTOEVICE PRESIDENT - TRANSPORTATION, IL-WI
Jason Fluhr, PE, PTOE leads the firm’s Transportation Design Groups. He assists state agencies, counties, and municipalities in finding innovative engineering solutions tailored to meet their specific needs. Jason’s experience ranges from roadways and intersections to traffic signals, lighting, and drainage improvements. He also is very familiar with navigating State and Federally funded projects.
Carolyn Grieves, PEVICE PRESIDENT - BUSINESS DEVELOPMENT
Carolyn directs the business development efforts throughout all regions of our growing firm, including the Midwest, Florida, and Texas.
Her background is in the design of water supply, treatment, and distribution systems. She serves as project manager on numerous large, complex new water treatment plants and improvements/modifications to existing facilities. She has also led our water model, water asset management, and long-term water system planning teams. Carolyn monitors rules and regulations that impact the Water industry and how they impact our communities.
Mike Klein, PEPRESIDENT - CONCENTRIC
Mike Klein, PE is President and co-founder of Concentric Integration, a wholly-owned subsidiary of Baxter & Woodman that focuses on the unique technology needs of municipalities. Mike and his team of electrical engineers and technicians provide planning, design, and implementation of a variety of technology related projects, including instrumentation, controls, SCADA systems, telemetry systems, security systems, and information technology projects.

Mike Kurzy, PE serves as Baxter & Woodman’s Vice President of Texas Operations. He has extensive experience in civil engineering planning and design, primarily in commercial and residential land development, as well as water and wastewater systems. Mike specializes in providing water, sanitary sewer, drainage, detention, and paving facilities to serve land development projects. Mike also serves as the client representative for many municipal utility districts and other government entities.
J.T. (Tom) Matkin, PEVICE PRESIDENT, TX
Tom Matkin, PE is Vice President of our Texas Division. He is experienced in civil engineering planning and design of water supply, treatment, and distribution; storm water quality management; and public works infrastructure. Tom’s expertise includes evaluation, design, and rehabilitation of water wells, storage and pressure tanks, pumps, and treatment systems
Craig Mitchell, PEVICE PRESIDENT - CONSTRUCTION, IL
Craig Mitchell, PE leads Baxter & Woodman’s Construction Engineering Services Group. As a former IDOT Construction Supervisor, he is an expert at transportation related construction coordination and oversight. He serves as Construction Manager on numerous large and complex transportation and infrastructure improvement projects with a variety of funding sources throughout Illinois.
Sean O’Dell, PEEXECUTIVE VICE PRESIDENT - WATER, IL
Sean O’Dell, PE leads Baxter & Woodman’s Global Water Group. He has experience in the planning, design, and rehabilitation of water and wastewater infrastructure and specializes in working closely with communities and sanitary districts to plan infrastructure for growth and redevelopment. He is at the forefront of trenchless rehabilitation solutions such as water main lining and other emerging technologies.
Sean is an active participant in many industry organizations, most recently elected to serve as Region V Director on APWA National Boards of Directors.
Doug Snyder, PEVICE PRESIDENT - WATER/WASTEWATER, WI
Doug Snyder, PE is a leader in water and wastewater system design and operation, structural studies, and inspection services for the Wisconsin region. His hands-on approach to design and construction allows him to effectively manage a wide variety of municipal water/wastewater projects for numerous communities. He actively provides operations assistance to many communities throughout southeastern Wisconsin.
Doug is a Certified Wisconsin Wastewater Operator and Certified Wisconsin Water Operator.
Matt Washkowiak, PECHIEF INNOVATIVE OFFICER
As the firm’s Chief Innovation Officer, Matt drives innovation strategies within the company and promotes the value and influence that innovation brings. He primarily assists agencies from the State of Illinois, county transportation departments, and local municipalities to find innovative engineering solutions tailored to meet their specific needs. Matt’s design experience ranges from roadways and intersections to traffic signals, lighting, and drainage improvements. He is very familiar with State and Federally funded projects such as the Motor Fuel Tax Program, Illinois Transportation Enhancement Program, and Surface Transportation Program.

Jay Coleman, PETECHNICAL DIRECTOR - TRANSPORTATION PROJECT STUDIES
Jay Coleman, PE is the Technical Director – Transportation Project Studies. Jay has extensive experience in Phase I studies, Phase II design, and Phase III construction services. His expertise is in the preparation of plans, specifications, and cost estimates, as well as the various analyses and reports required by Phase I studies. Additionally, he continuously works the agencies involved in the review and permitting of transportation projects, and is experienced in adherence to the requirements of those agencies.

Carl Fisher, PE, BCEE serves as Technical Director – Wastewater for Illinois. His expertise focuses on Wastewater, Potable Water, and Stormwater. His experience encompasses the full spectrum of project tasks including evaluation of existing facilities, facilities planning, plan/specification preparation, bidding, construction contract administration, shop drawing review, construction observation, start-up, O&M manual production, and operation troubleshooting.
Mike Gryn, PETECHNICAL DIRECTOR - ELECTRICAL & AUTOMATION ENGINEERING, IL
Mike Gryn, PE is the Technical Director – Electrical & Automation Engineering. He has extensive experience in electrical and automation engineering in the water industry. Mike has completed complex electrical and automation condition assessments for various municipal facilities, which include the Chicago Jardine and Eugene Sawyer Water Filtrations Plants. He also has experience in power/generator load studies and electrical distributions designs along with PLC upgrades, connection to master control stations and instrumentation design.
Harry Harman, PETECHNICAL DIRECTOR - WATER - IL
Harry Harman, PE is Technical Director – Water for Illinois, specializing in Potable Water Systems. His focus includes treatment facility design and operation, water distribution system analysis, and computer modeling. He also has extensive experience with electrical and instrumentation/control systems related to water and wastewater treatment, lift and pumping stations, ground and elevated storage tanks, and surface water and groundwater treatment issues.
Todd L. Hoffman, PETECHNICAL DIRECTOR - TRANSPORTATION URBAN DESIGN
Todd L. Hoffman, PE serves as Technical Director – Transportation Urban Design. His expertise includes street and roadway rehabilitation and reconstruction, annual street maintenance programs, pavement management reports, downtown streetscape enhancements, bicycle paths, culverts, intersection improvements, traffic signals, parking lots, storm sewer improvements, and infrastructure projects. Todd’s practical perspective, attention to detail, and work ethic make him a valuable asset to our firm.
Larry Kravets, CISSP, MCITPTECHNICAL DIRECTOR - INFORMATION TECHNOLOGY
Larry Kravets, CISSP, MCITP provides the firm’s clients planning, design and implementation of technology focused systems/network architectures and cybersecurity. He is a Certified Information Systems Security Professional (CISSP) and attended the Department of Homeland Security’s “Industrial Control Systems Cybersecurity” training. Larry earned certification as a Global Industrial Cyber Security Professional (GICSP) by the Global Information Assurance Certification (GIAC). The GICSP certification bridges together IT, engineering, and cyber security to achieve security for industrial control systems.

Matt Moffitt, PE, CFM, CPESCTECHNICAL DIRECTOR - WATER RESOURCS
Matt Moffitt, PE, CFM, CPESC is the Technical Director of Water Resources and leads Baxter & Woodman’s Water Resource Department. He has well-rounded project experience in planning, analysis, modeling, design, bidding, and construction (including design-build) of open and closed drainage systems, detention/retention systems, native areas restoration, roadways, utilities, and other civil site; with a specific focus on sustainability and resiliency.
Matt is an active participant in many industry organizations including APWA, ACEC, and BACOG.
Nick Paradiso, PETECHNICAL DIRECTOR - AUTOMATION
Nick Paradiso, PE is the Director of Automation at Concentric where he is responsible for technology adoption, standards development, and quality control planning. On a mission to drive the company’s technical excellence, he is focused on improving efficiency and creating standards for the organization. Simultaneously, Nick works as a Regional Manager for Concentric’s Texas operations, helping our Texas team with business development, technical review, and strategic planning.
