Janice Noeldner Promoted to Water Department Manager

Janice Noeldner, PE, has been promoted to Water Department Manager.

Janice brings over 10 years of experience in civil engineering planning and design, specializing in water distribution, water supply and treatment, wastewater collection and treatment, and stormwater quality. Her experience includes work with municipalities and municipal utility districts, where she has prepared capital improvement plans, bond application reports, feasibility studies, and Texas Pollutant Discharge Elimination System permit renewals.

Janice holds a B.S. in Civil Engineering and a B.S. in Architectural Engineering from the Missouri University of Science and Technology, both earned in 2014. She is a Licensed Professional Engineer in Texas, Illinois, and Florida. Janice is also an active member of Chi Epsilon Civil Engineering Honor Society, the American Water Works Association, and the Association of Water Board Directors. She currently serves as Director 3 of the Greater Houston Chapter of the Texas Society of Professional Engineers and received the organization’s Young Engineer of the Year Award in 2023.
